ORGANIZING AUTHORITY

IDA LEWIS YACHT CLUB

1. RULES

Racing will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012. The following Rules will be changed Rule 35 – Time Limit, 44.2 – Two Turns Penalty, 62.1(a) & Appendix A – scoring;

2. ADVERTISING

Advertising will be limited to the Shields Class restrictions per ISAF Regulation 20.5.6

3. ELIGIBILITY & ENTRY

Races are open to Shields Class boats. Skippers must be members of Fleet 9 and the Shields Class National Association.

Boats shall carry liability insurance in the amount of at least $300,000 as a condition of entering any race. A copy of the insurance certificate shall be submitted with the entry form.

Boats assigned to Race Committee duty may not sail on that day and shall be awarded average points after throw-outs for the series. Failure to serve on the Race Committee on the day assigned shall result in the boat being scored DNE which may not be discarded.

4. ENTRY FEE:

Total $ 315.00 payable to Shields Fleet 9 by noon May 4, 2011. This includes:
    $30 – National Active Membership
    $15 – for National yacht registration
    $65 – Fleet 9 membership
    $85 – Wednesday night series entrance fee
    $30 – Weekend series entry fee
    $90 – Crew social fee
$50 late fee for boats registered after noon, May 4, 2011
Associate memberships of Fleet 9 are available – fee $25.00.back to top

5. SCHEDULE

Spring Series: May 11 – June 15
    Warning Signal 5:35PM Rendezvous – Rose Island

Summer Series: June 22– August 3
    Warning Signal 5:35 PM Rendezvous – north of bridge

Fall Series: August 10 – Sept 14
    Warning Signal & Rendezvous see below
    August 10–August 31: Warning signal 5:35 PM, Rendezvous – north of bridge
    Sept 7, 14: Warning signal 5:00 PM, Rendezvous – Rose Island
    Sept 21: Special Race During Nationals – Warning signal 5:00 PM, Rendezvous – Rose Island

6. MEASUREMENT CERTIFICATE

In lieu of providing a Class Measurement certificate, the owner/skipper of each entered shall affirm that the boat conforms to the Shields Class Rules.

7. SAILING INSTRUCTIONS

Will be available from the Fleet Captain and at Ida Lewis Yacht Club prior to the first race.

8. COURSES

will be chosen from the 2009-2012 South Bay chart published by SAIL NEWPORT except that if Flag O is flown on the Committee Boat before or with the warning signal, the marks of the course, the side on which they are to be left and the rounding order will be displayed on the Committee Boat.

9. SCORING

Scoring shall be in accordance with Appendix A Low Point System except that:
&ndash At least two boats must start in order for a race to be scored.
&ndash If four or more races are completed in a series, then each boat may discard her worst score
&ndash A boat that does not come to the starting line shall be scored DNC and shall receive THREE points more than the number of boats that started in that race.

Unless submitted to the Race Committee promptly after racing, requests to be scored RAF may be faxed to ILYC at 401 846 8234.

A boat that does not provide her crew for race committee duty on the assigned day, or supply a substitute Shields crew for race committee duty shall be scored DNE and that score is non discardable.

Redress points – points for redress will be based on the total of all races sailed in a series and before throw-outs are considered. See Rule A10(a).back to top

10. RADIO COMMUNICATIONS

Except in an emergency, boats shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

The Race Committee will endeavor to broadcast an announcement on Ch 72 VHF approximately one hour prior to the Warning Signal regarding the status of racing. The Race Committee may broadcast information regarding the status of the starting line on Ch. 72 VHF.

Failure to make any of the above Race Committee announcements is not grounds for seeking redress.

11. PRIZES

For each series, prizes will be awarded for 1st, 2nd and 3rd places. There will also be prizes for 1st, 2nd and 3rd overall in the three series

12. DISCLAIMER OF LIABILITY

Competitors participating in these series of races do so entirely at their own risk. See Rule 4. Decision to race. The organizing authorities will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after racing.

13. SECOND RACE

In the event that a race is not held or completed, the Race Committee may, if conditions permit, start a second race on any following Wednesday in the series. This will be indicated by displaying the 2nd Substitute flag on the Committee boat at the end of the first race.

14. NEWPORT AREA CAUTION

Competitors are reminded that Narragansett Bay is a restricted channel and sailing vessels do not have right of way over any vessel that may be restricted in her ability to maneuver.

Competitors are also reminded of the restriction zone on the west side of the Navy Base and War College.back to top

1. RULES

2. NOTICES TO COMPETITORS

Notices to competitors will be posted on the Shields Notice Board at Ida Lewis Yacht Club

3. CHANGES TO THE SAILING INSTRUCTIONS

Changes to the Sailing Instructions will be posted before 3:00 pm on the day on which they will take effect. Copies will be available at Ida Lewis & Coasters Harbor Navy Yacht Clubs and from the Committee Boat.

4. SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed from the yardarm of the Ida Lewis YC Flagpole and at CHNYC.

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘ not less than 45 minutes’ in Race Signals AP.

5. SCHEDULE OF RACES

5.1 Spring Series: May 11 – June 15
      Warning Signal 5.35PM Rendezvous – Rose Island

5.2 Summer Series: June 22– August 3
      Warning Signal 5.35 PM Rendezvous – north of bridge

5.3 Fall Series: August 10–Sept 14

      August 10, 17, 24, 31: Warning signal 5.35 PM, Rendezvous – north of bridge

5.4 Special Race: Sept 21

5.5 Number of Races
One race a day is scheduled. In the event that a race is not held or completed, the Race Committee may, if conditions permit, re-start that race on any following Wednesday in the series. This will be indicated by displaying Flag 2nd Substitute on the Committee boat at the end of the first race. The Race Committee will lower Flag 2nd Substitute with a long sound signal ONE minute before the new warning signal.

5.6 On any Wednesday during the Spring and Summer series, the Race Committee may attempt to run a second race if time and weather conditions permit. This may increase the number of races run in each series.If three or more additional races are completed in either the Spring or Summer series, then one additional discard per series will be allowed. This alters SI 15.1(b) below.

6. CLASS FLAG

The class flag will be the Shields insignia on a white flag.

7. RACING AREAS

see SI 5 for Rendezvous locations.

8. COURSES

Courses will be chosen from the 2009-2012 Sail Newport South Bay chart. The course to be sailed will be designated on a board on the Committee Boat.
• FIXED COURSES: as indicated on the back of the 2009-2012 South Bay chart.
• SPECIAL COURSES: indicated by the display of Flag “O” at the display of the course board – marks will be chosen from those listed on the 2009-2012 South Bay chart.
• GATES: : indicated by the display of Flag G with the course board. The Race Committee may set a leeward gate which replaces the leeward mark indicated on the South Bay chart. Failure of the Race Committee to set or maintain the gate marks shall not be grounds for redress. Leeward gate marks will be inflated race marks but in the event that the gate is not maintained, boats will leave the remaining single mark or the nearby Government mark to port.
Special Race Marks (SRM) SRM 1, 3, 4, 8 and 15 will be yellow plastic barrels
NOTE – Mark 13 on the South Bay Chart – the green can has been replaced by a new mark (EP) red/green FI W buoy approx 120 yards north-east of the charted position of the green can.

9. AREAS THAT ARE OBSTRUCTIONS

A security zone extends along the west shore of the Navy Base from the breakwater to the War College and is mark by a series of white buoys. Boats shall not sail to the east of the line between any two of these white buoys.

Boats shall not sail inside any of the rocks known as “ The Dumplings”back to top

10. THE START

10.1 Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal.

10.2 The starting line will be between the staff flying an orange flag on the Committee Boat and the port end starting mark or the staff flying an orange flag on a pin boat anchored at the port end of the line.

10.3 A boat starting more than 15 minutes after her starting signal will be scored Did Not Start. This changes rule A4.

10.4 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the last minute before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on Channel 72 VHF. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a)

10.5 A mid line buoy may be deployed but is not a mark of the course.

11. CHANGE OF COURSE FOR THE NEXT LEG

11.1 In addition to Rule 33, the race committee will attempt to make a back up announcement on Ch 72 VHF.

12. THE FINISH

12.1 Unless the course is shortened, the finish line will be between a staff flying the blue flag on a committee boat and the nearby race or Government mark. The race committee will attempt to make the last leg of the course a beat to windward but failure to do so will not be grounds for a request for redress.

13. TIME LIMIT

13.1 The time limit for each boat will be TWO hours or fifteen minutes before sunset, which ever is the earlier. This alters rule 35.

13.2 In order for a race to be scored, one third of the starters shall have finished within the time limit as defined in 13.1

13.3 Boats failing to finish with the time limit (TLE) shall be scored points equal to one-half the number of yachts not finishing, rounded to the next highest number, plus the number of yachts finished.back to top

14. PROTESTS, REQUESTS FOR REDRESS & PENALTIES

14.1 Protest forms are available at the ILYC Dock Office.

14.2 In addition to the requirements of rule 61.1, the intent to protest shall be reported to and acknowledged by the finish line committee boat immediately after finishing this may be done on Ch. 72 VHF. At the conclusion of racing, if any protests have been received, the committee boat will broadcast the sail numbers of boats involved in any protests on Ch. 72 VHF. Failure to do so is not grounds for seeking redress nor does it exempt any boat from protest obligations.

14.3 The time limit for submitting a protest is 7 pm LOCAL TIME the day following the race. Protests may also be submitted by fax to (401) 846 8234.

14.4 Within 48 hours of submitting a protest, either party will have the opportunity of accepting a 40% penalty in lieu of attending the protest hearing. Such action must be reported to 401 846 3388 or by e-mail to drshoe@verizon.net

14.5 Protests will be heard at Ida Lewis Yacht Club starting immediately after racing the following week. A list of protests received and of boats which reported performing penalty turns will be placed on the Shields Notice Board at ILYC.

14.6 If one of the parties to a protest fails to show for the hearing and the protest is deemed to be valid, the Protest Committee will proceed to hear the protest.

14.7 After starting, a boat that may have broken a rule of Part 2 while racing may take a penalty by taking one turn including one tack and one gybe that, in all other respects, complies with Rule 44.1 & 44.2. However, if a boat breaks a rule of Part 2 from the Preparatory signal until the boat is completely on the course side of the starting line after starting or when she is within the three length zone of any rounding mark, her penalty shall be a Two-Turns penalty in compliance with Rule 44.2 . 15. SCORING

15.1 Appendix A – Low point system will be used except that:

a) at least two boats must start in order for a race to be scored;

b) if four or more races are completed in a series, then each boat may discard her worst score;

c) a boat that does not come to the starting line shall be scored THREE points more than the number of boats that started in that race;

d) a boat that does not provide her crew for Race Committee duty on the assigned day, or supply a substitute Shields crew for race committee duty shall be scored DNE and that score is non-discardable.

e) Unless submitted to the Race Committee promptly after racing, requests to be scored RAF may be faxed to ILYC at 401 846 8234.

f) Redress points – points for redress will be based on the total of all races sailed in a series and before throw-outs are considered.

16. SAFETY REGULATIONS

16.1 A boat that retires shall notify the Race Committee as soon as possible.

16.2 Boats are reminded that Narragansett Bay is a restricted channel and that sailing vessels do not have right-of-way over a vessel under power which may be restricted in her ability to maneuver.

16.3 Boats that infringe the Preamble to Part 2 of the Rules and are witnessed by or reported to the Race Committee are subject to protest by the Race Committee.

16.4 If the protest is upheld, the boat shall be disqualified from the race and scored DNE. In addition she shall not sail in the next two scheduled races of the Wednesday series.

17. RADIO COMMUNICATIONS

17.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones.

17.2 Competitors shall monitor Ch 72 VHF while racing for Race Committee communications.

18. DISCLAIMER OF LIABILITY

18.1 Competitors participate in the races entirely at their own risk. See Rule 4.

18.2 Decision to race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the races.

19. INSURANCE

Each participating boat shall be insured with a valid third-party liability insurance with a minimum cover of $300,000 per event or the equivalent.

20. GOVERNMENT MARKS

All government aids to navigation must be observed, except for marks “6”, “9”, “10”,“13”, 20, 22, 23, “Q” “X” and “V”, which do not need to be honored, unless that mark/aid is used as a turning mark on that leg of the course.

21. SPECIAL INSTRUCTIONS

Boats shall not sail between Rose Island and the Newport Bridge. Except for course “T4”, when sailing under the Newport Bridge, boats shall sail through one of the three center spans of the bridge.back to top
